The brief

The Embassy of Canada in Lebanon marks International Women’s Day each year. For 2025 it wanted more than a single message film. Gender equality and women’s economic empowerment are subjects where one film forces a choice between the institutional voice and the people the programming is actually about, and neither works alone.

Production approach

Fine Line produced six films in Lebanon rather than one, split so that each could do a job the others could not. The Ambassador’s address states Canada’s position on supporting women’s empowerment in Lebanon. Embassy staff speak to what the development programming actually does on the ground.

The remaining four go out to the sectors. The business film was shot with women entrepreneurs and women-led social enterprises supporting rural women through employment and income-generating projects, and it does not stop at the success stories: it also reflects on the barriers Lebanese women still face in the workforce. The agriculture film was made with women farmers in rural Lebanon, following their work in cheese-making, bakery and small-scale farming. The politics film was filmed with women active in Lebanese politics and examines the barriers to political participation and the case for measures such as gender quotas. The final film was made with representatives of Lebanese women’s rights organisations and addresses gender-based violence, discriminatory laws and digital violence.

Everything was delivered in English and French.

Outcome

Splitting the campaign across six films let the sector pieces run at the length their subjects needed, around two minutes each, while the Ambassador’s address stayed short. A single film would have compressed all four sectors into a montage.

The set gives the Embassy something reusable. The Ambassador’s address is tied to the day it marked, but the sector films remain accurate long after, and each can be published on its own whenever the subject comes back around.
